Description of SCC

 

The Spafford Children’s Center is a charitable institution that has existed for 80 years.  It has developed through turbulent times from a Baby Home and a Children’s Hospital into a Center with a holistic approach to children that promotes normal physical, mental, and emotional development.  This is realized through: 

The Center is located inside the Old City between the Damascus Gate and the Herod’s Gate and operates two outreach clinics in the West Bank.  SCC currently has a staff of 25 qualified employees holding degrees in their fields.  Most staff are currently working in Part Time positions.  SCC provides care for several thousand children and their families with an annual budget of $600,000.

 

Skills and Knowledge of Chief Operating Officer

 

Given the volatile political situation in the area, the Chief Operating Officer must possess diplomatic qualities of persuasion, patience, and influence and should be an excellent communicator.  The successful candidate will speak English and Arabic and write clearly in English.  Knowledge of Hebrew is helpful.  He or she must be able to function comfortably in Palestinian and European/American environments.  The Chief Operating Officer must respect the rich religious and cultural heritages of the region and be able to maintain a strong organization that reflects the strengths of these cultures.

 

The Chief Operating Officer must have experience managing a multi-department medical and social service organization.  He or she will be responsible for:

 

Ø  Providing daily management of all services offered by SCC,

Ø  Supervising program managers in the three existing departments,

Ø  Preparing programmatic budgets in consultation with the Chief Financial Officer,

Ø  Managing services according to the budget,

Ø  Using financial reports and service delivery data for programmatic decision making,

Ø  Managing the submission of fiscal and activity reports to funding sources,

Ø  Coordinating services across programs and departments,

Ø  Making staff development opportunities available to staff,

Ø  Assuring program quality through monitoring and evaluation, and

Ø  Managing material and equipment of the physical plant and building.

 

The Chief Operating Officer will report to the Chief Executive Officer.  The COO will have a degree in management or a related field or equivalent experience.  He or she will have experience managing a similar organization.  He or she will need to hold a Jerusalem ID or papers which will allow travel between Jerusalem and the West Bank.

 

Salary

 

Salary commensurate with experience and local norms.
